Neither player can add cards from their Deck to their hand except by drawing them. You can send this face-up card to the Graveyard to negate the Special Summon of 1 of your opponent monsters, and destroy it.

Pure awesomeness. Stops stuff like Duality, Black Whirlwind etc. and negates summons like a boss. Shame it can negate only inherent Special Summons, but it doesn't make it worse

It's great. One of the best cards ever released, even. Ruling question, can I stop Synchro Summons? Don't they count as a Special Summon?

Fusion, Synchro and Exceed Summons are all Special Summons, so they can be stopped with Rai-Oh
