A quick FAQ:

Q: "Can Prime Material Dragon increase my Life Points if I play Solemn Judgment?"
A: No. When you PAY Life Points for cards such as Solemn Judgment, they are not considered effects. They are costs. Prime Material Dragon, in this case, will not increase your Life Points.

Q: "If I have 0 cards in my deck, do I lose?"
A: No. You only lose when you are REQUIRED to draw a card, and you can't.

Q: "Does 'Sillva, Warlord of Dark World' gets Special Summoned if I discarded it by Lightning Vortex?"
A: No. Like in the Prime Material Dragon case, discarding for Lightning Vortex is a COST, and Sillva requires to be discarded by a EFFECT.

Can Solemn Judgement negate another Solemn Judgement played by my Opponent?

Yes, why wouldn't it?
